A GFCI outlet that will not reset is telling you that protection or power is not in a normal state. Do not hold the button in, tape it down, or replace it with an ordinary receptacle. Start with plug-in loads and visible controls only; leave the box closed.
First, check for an immediate hazard
Do not touch the receptacle when the wall, cover plate, plug, or floor is wet. Leave the circuit off and call an electrician if you notice:
- A burning or fishy odor
- Heat, discoloration, melting, buzzing, or crackling
- Water inside or behind the cover plate
- A damaged face, loose receptacle, or broken TEST/RESET button
- A trip that repeats as soon as power is restored

What “will not reset” can mean

For example, Leviton’s GFCI status guidance says its devices will not reset without circuit power, while a persistent solid or flashing red indication can require replacement. Safe GFCI reset checklist
1. Unplug every accessible load
Unplug appliances, power strips, chargers, outdoor cords, and other loads supplied by the dead area. Do not merely switch them off; an internal fault can remain connected while the switch is open.
Pay special attention to equipment recently exposed to water and loads that were operating at the moment of the trip. A refrigerator, sump pump, disposal, outdoor tool, or heating appliance can be on a receptacle you did not initially associate with the GFCI.
2. Look for an upstream GFCI
One device can protect other receptacles downstream. Check accessible GFCIs in nearby bathrooms, garages, basements, laundry areas, kitchens, crawl-space access points, and outdoors. Reset only a device that is dry, intact, and free of heat or odor.
If more than one device is tripped, reset the upstream device first. A label may identify downstream protection, but older alterations are not always documented. 3. Check the breaker handle once
A breaker can sit between ON and OFF after a trip. From outside a dry, intact panel, look for a handle out of line with the others. If there are no danger signs and the breaker is clearly identified, move it fully OFF and then ON one time.

4. Press RESET firmly once
With loads unplugged and upstream power available, press RESET according to the device instructions. Some buttons need deliberate pressure and may click when latched. Then use TEST and RESET as directed to confirm that power actually disconnects and returns.
The CPSC advises testing installed GFCIs with a connected lamp so the user verifies that TEST removes power, not just that a button moves.
